There is a special unit of the police (Crime Victims Support Unit) that deals with people who have become victims of a crime and their families, helping out and giving them answers to their questions, assisting in funerals and dealing with the media. Togakure Tetsuya, a former detective of the Kyoto Prefectural Police’s First Investigative Division, makes it his mission to investigate on his own record.
