江戸小伝馬町のおんな牢に入れられている、武州無宿・お竜（加賀まりこ）。その腕っぷしは牢名主も一目置くほどだが、牢内で不審な事件を聞くや否や、姫様スタイルで外へ出て、その調べに乗り出していく。実はお竜は大岡越前守の娘・霞であった。「天一坊事件」に携わっている父の片腕として、江戸で起こる数々の事件を通じて「天一坊事件」の核心へと迫っていくが……。
