This group aims to unify yakuza nationwide, similar to the former Tendokai under Kazuma Washio (Hitoshi Ozawa). Meanwhile, within Nihon Tōgōsha, Kazuma Washio is expanding his influence, prompting the leader Tōjō (Kentarō Shimazu) to take action and plot Washio’s assassination.
